The eleventh meeting of the Council on Industrial Policy of the CIS member States was held in Dushanbe (Republic of Tajikistan) on July 4, 2025. A report on the implementation of the Priority Action Plan for the implementation of the Concept of Cooperation between the member states of the Commonwealth of Independent States in the field of oil and gas engineering was made during the meeting.

The meeting was arranged on the eve of the meeting of the Council of Heads of Government of the CIS that underlines the importance of industrial development and deepening cooperation in this area in the Commonwealth.

Members of the Council and representatives of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, as well as the CIS Executive Committee, scientific and educational organizations of the CIS member States attended the meeting.

Sherali Kabir, Minister of Industry and New Technologies of the Republic of Tajikistan, welcomed the participants of the meeting.

Alexey Vladimirovich Gruzdev, the Deputy Minister of Industry and Trade of the Russian Federation, informed the participants of the meeting about the results of the Russian Federation's chairmanship in the Council.

The Council on Industrial Policy prepared and submitted very important issues related to the development of the mining and metallurgical complex, the chemical industry, oil and gas engineering and the use of natural gas as a motor fuel to the supreme bodies of CIS countries. The heads of government of CIS countries had approved a Concept for cooperation in the energy sector and an Action Plan in 2024 that will be in effect until 2035. These documents will contribute to ensuring the sustainable development of the countries' energy potential and creating favorable conditions for cooperation in this significant area.

The agenda of the Council meeting included a wide range of issues related to the development of cooperation in various industries.

The meeting presented the draft Concept for the development of cooperation between the CIS countries in the field of the production of advanced materials for high-tech industries and the Action Plan for its implementation.

The Council members approved the draft Concept of Digital Transformation of the mining and metallurgical complex of CIS Countries and the Action Plan for its implementation.

Mikhail E. Myskin, the Director of the Department of Economic Cooperation of the CIS Executive Committee, informed about the implementation of the Concept for the Development of Industrial Cooperation among the CIS Countries and a set of measures on development of industrial cooperation among the CIS Countries for the period up to 2030.

Representatives of the core organizations supervised by the Council provided information on activities in 2024-2025 and plans for the coming period.

Pavel K. Kalashnikov, the Vice–Rector for Research, delivered a report on the performance results of the Russian State University of Oil and Gas named after I.M. Gubkin as the basic organization of CIS Countries for training, professional retraining and advanced training in the oil and gas industry.

Maxim P. Polikarpov, the Deputy General Director for Science of Business Trend LLC and the Head of the Department of Standardization, Certification and Quality Management of Oil and Gas Equipment Production of the Russian State University of Oil and Gas named after I.M. Gubkin, delivered a report on the implementation of the Priority Action Plan for the implementation of the Concept of Cooperation between the CIS Countries in the field of oil and gas maсhine building.

The following topics were covered during the presentation:
- measures to achieve technological sovereignty and technological leadership; 
- the ongoing systematic work on national and interstate standardization; 
- the activities of interstate technical committees in the oil and gas industry; 
- promising standardization Programs in the oil and gas industry;
- achievements and plans in the field of import substitution of oil and gas equipment;
- the export potential of Russian oil and gas maсhine building;
- the organization of the process of training, professional retraining and advanced training of personnel for the oil and gas industry;
- systematic work on the organization and participation in international scientific and practical conferences and other joint events in the field of oil and gas maсhine building.

As a result of the presentation, the report was adopted by the Council on Industrial Policy of CIS Countries.

Sherali Kabir, Minister of Industry and New Technologies of the Republic of Tajikistan, was unanimously elected as Chairman of the Council on Industrial Policy of CIS Countries for another term. Thanking his colleagues for their trust, he expressed his willingness to provide all possible assistance to the development of industrial cooperation at the Council's site.

The next meeting of the Council is scheduled to be held in an in-person format in 2026 in the Republic of Kazakhstan.
