The Russian Business Week is a key event of RSPP where proposals on hot topics of cooperation between government and business community are made and discussed.

The theme of use and improvement of technical regulation, standardization and conformity assessment tools to protect interests of manufacturers in Russia and the EAEU countries was discussed at the forum "Tools of technical regulation in protecting the interests of domestic industry".

The forum was moderated by Andrey Lotsmanov, the Deputy Chairman of the RSPP Committee on Technical Regulation. The discussion was attended by Alexander Shokhin, the President of RSPP, Dmitry Volvach, the Head of the Federal Service for Accreditation, Dmitry Kuznetsov, the Deputy Head of the Department of state policy in the field of technical regulation of the Ministry of Industry and Trade, Viktor Nazarenko, the Chairman of the International Association «Export Quality Support Centre», Vladimir Timofeev, the Head of the Department of State Control and Supervision of the Federal Agency for Technical Regulation and Metrology, Lyubov Bondar, the President of the Association for Technical Regulation «ASSTR» and others.
The extremely high importance of technical regulation issues was noted, including an effective mechanism for protecting Russian manufacturers from unscrupulous foreign competitors. Obligatory requirements of technical regulations and mandatory standards should ensure protection of Russian manufacturers.

To date, the progress has been made in solving the problem of restoring state supervision over obligatory requirements for products.

In order to assess the effect of government control on the domestic market, including reducing of the counterfeit and falsified products, an experiment started in September 2024 and will last until September 2026. In the framework of this experiment, Rosstandart implements government control and supervision of compliance with obligatory requirements for certain types of products (cable and wire products, various types of cement, construction and concrete mixtures and solutions, heating convectors and radiators).

The supervisory measures of the experiment are aimed at reducing the volume of the counterfeit and products which are not in compliance with the obligatory requirements.

It is observed that measures implemented by Rosstandart uncover a high ratio of violations of obligatory requirements, in particular, in the construction materials market. Based on the results of violations identified during field surveys, it is possible to succeed in the withdrawal of unsafe products from turnover and the termination of their further sale.

At the same time, the number of detected violations is gradually decreasing that indicates the effectiveness of government control as a tool in the fight against unsafe products.

The plan of the Ministry of Industry and Trade and the Ministry of Economic Development stipulates establishment of the new type of government control: federal state control-supervision of compliance with obligatory requirements for certain types of industrial products.
The draft of the relevant federal law which will enter into force on September 1, 2026 stipulates amendments to the federal law on industrial products and introduction of the new type of state control as well as amendments in the law on technical regulation in a part of recognition of the invalidated norm which established the temporary type of government control by Rosstandart.

Among the most important tasks for the future are the expansion of the use of digital solutions in the field of technical regulation, including smart standards; the possibility of introducing notification procedures in the Russian Federation in addition to the existing accreditation procedure for conformity assessment bodies; unification of approaches to government control (supervision) throughout the EAEU; assistance to domestic exporters in removing technical barriers and ensuring requirements for the quality of foreign markets.

Alexander Litvak, the Chief Executive Officer of Platform of Co-Regulation LLC, moderated the forum "Digital Tools for Control, Supervision and Licensing activities". Alexander Shokhin, the President of the Russian Union of Industrialists and Entrepreneurs, Andrey Spiridonov, the Director of the Regulatory Policy Department of the Government of the Russian Federation, Alexey Khersontsev, the State Secretary – Deputy Minister of Economic Development of the Russian Federation, Valery Kazikaev, The Chairman of the RSPP Committee on Licensing and Control and Supervisory Activities, Member of the RSPP Board Bureau, Chairman of the Board of Directors of Udokan Copper LLC, Oleg Morozov, the Chairman of the Control Committee of the State Duma of the Federal Assembly of the Russian Federation, Svetlana Orlova, the Auditor of the Accounts Chamber of the Russian Federation, Stanislav Korchivoy, the Deputy Head of the Federal environmental, technological and nuclear supervision services, and others addressed the forum.

The forum discussed issues of digital transformation of control and licensing activities, development of digital services, compliance with reliable protection of collected data, minimizing the costs imposed on controlled organizations, readiness to reduce traditional forms of control as well as other relevant issues of control, supervision and licensing activities.

The forum noted the expediency of an interactive service through which entrepreneurs would be able to find out the types of the state control applicable to them, the obligatory requirements applied to their business, the types of permits required for their activities, types of control and supervisory measures and their frequency. As the Head of the RSPP noted, artificial intelligence technologies could be used to create this service.

Alexander Shokhin emphasized that it was important for the control and supervisory authorities not to reduce the intensity of preventive measures.

Andrey Spiridonov, the Director of the Regulatory Policy Department of the Government of the Russian Federation, stated that almost the entire regulatory framework had been formed in the field of government control, which had been in more segmentary and fragmented state until 2021. According to him, in recent years the regulatory framework for control activities has been systematized by joint efforts of business associations and the expert community. Today the reform is at the stage of fine-tuning of made decisions.
