The analytical center under the Government of the Russian Federation on June 10, 2019 held a strategic session on "Possible goals and forks in the development of the draft strategy of housing and communal services of Russia up to 2035". LLC "Business Trend" was invited to this event as an expert organization.
During the event, technical Director of "Business Trend" Maxim Petrovich Polikarpov took part in the discussion on the following areas:
- infrastructure development and management (allocation of ownership rights and obligations for infrastructure maintenance and development, concessions, planning and requirements for infrastructure development planning, accounting, digitalization);
- decision-making mechanisms and distribution of authority between levels (Federal, regional and municipal levels);
- personnel and scientific support of housing and communal services;
- technical regulation, standardization, safety;
- energy efficiency and environmental requirements.
In the first part of the event in each of the above areas groups were formed to discuss and form proposals on three topics: the current position, key forks and target vision.
In the second part there was a discussion of the forks formed by the results of the first part of the event, including:
- possible goals and targets of the draft housing and communal services strategy;
- definition of the boundaries of the draft strategy of housing and communal services in the industrial context (in the production chain of each industry-heating, water supply, sewage, treatment of waste, gas and electricity);
- basic principles of the draft housing and communal services strategy (including the key rights and obligations of the main participants of housing and communal services).
The event was attended by members of the interdepartmental working group on the development of the draft strategy for the development of housing and communal services of the Russian Federation, as well as interested representatives of Federal and regional Executive authorities, companies, professional associations, expert organizations and the academic community.
The analytical center will take into account the results of the discussion in the final report, which will be sent to the Ministry of construction of Russia to form a draft strategy for the development of housing and communal services of the Russian Federation up to 2035.
